He conducts the policy of the Association. He is the legal representative and the legal person of the Association. He ensures the effective implementation of decisions of the Board. He is required to fully and periodically inform the Board of the current situation of the Association. He is also responsible for recruitment, appointment and dismissal of permanent or temporary staff of the Association and in accordance with regulations adopted by the Board. In appointing staff, the President accords the highest importance to the need to ensure the highest level of efficiency, technical competence and integrity. Finally, he acts on behalf of the Association as the expenditure authorizing officer.
